The encouraging feature is that apart from continuation of the fall in the proportion of the urban poor, for the first time in the 1991 Census, there is also a reduction in the absolute numbers of the urban poor. As shown in the table, 67.1 million or 23.62 percent of India's urban population were below the poverty line in 1999-2000. As is evident from the Table, while the percentage of persons below poverty line in urban areas had been steadily declining since it was first estimated at 49 per cent in 1973-74, the absolute number of persons below the poverty line had been rising, touching 76.3 million in 1993-94. This trend has been reversed in the latest Census.
