Labour cost is one of the most significant factors for studying the economic viability of any industrial activity for an entrepreneur before venturing into the industrial field. It helps in reliable costing, wage fixation on a realistic basis, logical collective bargaining, evolving implementation and evaluation of welfare measures, study of trends over a period of time, location of industry, etc. Labour Cost data are also important for policy formulation at the national and regional levels.

Employment is a relationship between two parties, usually based on a contract, one being the employer and the other being the employee. Persons who, during the reference period, are engaged in any economic activity or who, despite their attachment to economic activity, have temporarily abstained from work, for reasons of illness, injury or other physical disability, bad weather, festivals, social or religious functions or other contingencies necessitating temporary absence from work constitute workers or employed.
All persons who are not employed directly by an employer but through the third agency, i.e. Contractor, are termed as contract workers. Those workers may be employed with or without the knowledge of the principal employer. The Contract Labor act makes a number of provisions for the welfare of the contract workers including payment of minimum wage , social security benefits and others. Number of Contract workers have been calculated by Usual Status, Usual Principal Activity Status and Usual Subsidiary Activity Status.
The daily wage rate data received from the different villages are first normalized for eight hours working day and then the simple arithmetic average of these normalized daily wage rates is worked out. State-wise averages are restricted only to those occupations where the number of quotations is five or more in order to avoid inconsistency in wages paid to different categories of workers on account of difference in number of quotations. The average wage rates at all-India level are derived by dividing the sum total of wages of the measured states by the number of quotations.
