The percentage of BPL population in the urban areas in India has declined from 32.4% in 199394 to 25.7% in 2004-05 (based on uniform recall period). The NSSO 61st Round shows that urban poverty has registered a decline in percentage terms; however, it has increased in absolute terms by 4.4 million persons. The fact is that the number of urban poor is rising continuously since 197374 as per the uniform recall period. A comparison of poverty estimates based on uniform recall period is given in table.
