Help Guide for Catalog and Resources creation/contribution

    Create Catalog and Resources

    • LOGIN

      • Resources (Datasets/Apps) similar in nature are organized and represented as catalog, for e. g. Time Series datasets of Consumer Price Indexes (CPI). Catalog is like an envelope for grouping of similar resources.
      • When any Resource (Dataset or Apps) is to be contributed on the OGD Platform, it has to be associated with some catalog. A catalog may contain multiple Resources (Datasets/Apps). However; it should have at least one resource.
      • A resource has to be checked before it is contributed, i.e. if it has to be added through an already published catalog of a Ministry/Department or it will come under a new Catalog.
      • If a new resource has to be contributed under a new catalog then, the new Catalog can be created through the Catalog link under ‘Create Content’ tab. After logging in the system, create a new catalog first; and thereafter, add resource through the ‘Add Resource’ button, which has been explained below in detail.
      • If a new Resource (Dataset/Apps) has to be contributed through an already created catalog then:
        • Through Resources link under Create Content tab after logging in the system and associating the resource with any one of the already existing catalogs, select the catalog from drop down list in Create Resource form. The Catalog Drop down list would appear after typing the relevant keywords like Consumer Price Index, Status of Water, Environment etc. Catalogs already published by associated Ministry/Department of Chief Data Officer or Contributor are listed.
        • It can also be contributed by opening the detail page of catalog through the Dashboard and adding resource through ‘Add Resource’ button. This can be done through the ‘Needs Review’, ‘My Published Catalogs’, ‘Under Moderation’ tabs of Dashboard.

      Click on the Login button at the right hand corner of the Home Page.

      Click on the Log In/ Register Icon on the home page to login.

    • Enter username/email and password. Click on login button to login into the portal.

      Put your credentials here and click Login.

    • CREATE CATALOG

      After Logging in click on Menu Icon on the top Right Corner of the homepage and subsequently click on Create Content.

      Click on Create Content to proceed.

    • This will direct the user to the following screen:

      Click on catalog.

    • On selecting Catalog, following page will come.

      Now to create catalog, follow the steps:

      • Catalog Info: This is the default page, which is used to provide basic information of the catalog like Title, Catalog Description, Keywords etc.
      • Fill up the following fields:
        • Catalog Title* : Give a title (heading) clearly, describing what the catalog is about.
        • Catalog Description* : Give detailed information of the catalog, describing the nature and purpose of the catalog.
        • Keywords* : Give important words/terms related to your catalog as it helps discover your catalog from different perspectives and enhance it’s discoverability. Include as many keywords as possible and use commas to separate them.
        • Group Name : This is an optional field. A Group Name is given to multiple catalogs that are related to the same subject/sector, so that they can be presented as a group or a set.
        • Sector (Multiple) * : A drop down menu will appear, from which the user can choose the sector/sub-sector, which is closely related to the catalog. Click on Add another Item button to choose multiple sectors.
        • Asset Jurisdiction* : A drop down menu will allow the user to Choose Asset Jurisdiction to identify the exact location or area to which the catalog caters to viz. All India, State and World. Multiple options can be selected by clicking on Add another Item button.
        • Click on Save to save the catalog information and move to next step.

        Note: Fields marked with * are mandatory.

    • A sample filled-in catalog info page is given below.

      On clicking the Save button, the following Catalog Detail Page will open and through this page Resources (Dataset/Apps) can be contributed/ added.

    • The catalog detail page contains the following two sections.

      • Left section shows the current state of the selected catalog and the actions that can be taken. It also contains details of the Chief Data Officer. By default the Moderation state of the catalog is Draft. If catalog is created by Data Contributor, it can be moved to Chief Data Officer for review or if it is created by Chief Data Officer, it can be pushed to PMU for Publishing. The catalog can be moved to trash as well.
        • Write to Chief Data Officer – Note can be written to Chief Data Officer.
        • Print – It allows user to print the details appearing on the screen.
        • Share – Catalog can be shared on social media like Facebook and Twitter.
      • Right Section: It contains details of the selected Left tab. The Right section mainly consists of the following tabs:
        • Published Resource: It contains the published catalogs.
        • Unpublished Resource: It contains contributed resources, which has/have to be approved for publishing. Details of selected tab from left section is displayed in middle section and following actions can be taken:
          • Here new resource can be added by clicking Add Resource button.
          • Resource can be edited by pressing Edit button.
          • The buttons under the Resource Current State block of this page shows the actions which can be taken up for such resource. It depends on whether the resource is contributed by Data Contributor or Chief Data Officer.
          • For moving the resource to CDO, the button ‘Chief Data Officer Review’ is activated for Data Contributor. This button will only be activated after the catalog has been moved for Chief Data Officer Review by Data Contributor. In case of CDO, the button for moving Resource to ‘PMU for Publish’ is activated for Chief Data Officer after the catalog has been moved to PMU for publishing by Chief Data Officer. Message for such case is also displayed below the buttons.
          • Message is displayed whether NDSAP compliance has been accepted or not. Without NDSAP compliance resource cannot be pushed to next work flow state.
    • CREATE RESOURCE

      New Resource (Dataset/Apps) can be added by clicking ‘Add Resource’ button under ‘Resources Not Published’ tab of Catalog detail page shown above. On clicking ‘Add Resource’ button following page will appear:

      Datasets/Applications can be added in a catalog by clicking Add Resource button.

      Note: More resources i.e. Datasets/Applications can be added in a catalog by clicking Add Resource button again.

    • ADD RESOURCE (Dataset)

      Add Resource (Dataset): To add a dataset in the catalog, provide following details:

      • Resource Category*: Select Dataset option from resource category drop down to add a dataset.
      • Resource Title*: Give a title (heading) clearly describing what the dataset is about.
      • Access Type:
        • Select Open if the dataset can be accessed by all.
        • Select Priced, if the user has to pay to view the data.
        • Select Registered User if the dataset can be accessed by only the registered users.
        • Select Restricted Users (G2G), if the dataset can only be accessed by Government entities.
      • If Access Type is other than Restricted Users (G2G) then it will ask for:

        Resource Access Method*:
        • Select Upload Datafile, if you want to upload file from the local directory to the central repository. Click on Browse to select the file and then press upload button.
        • Select Link to URL, if you want to provide the link to your resource already uploaded on your website.
      • If Access Type is Restricted Users (G2G) then:Browse, select and upload Restricted Access Datafile through the links provided.
      • Reference URL (Multiple): Provide URL or bibliographic citation for the technical documentation for this dataset. This may include description to the study, design, instrumentation, implementation, limitations and appropriate use of the dataset. File Size and File Format is automatically calculated by the system. User can modify that information. Multiple Reference URLs can be provided.
      • Granularity of Data Element: It mentions the time interval over which the data is collected or Updated on a regular basis (one-time, annual, hourly etc.) from the taxonomy provided.
      • Frequency of Data*: It indicates the frequency at which the collected data is published on the OGD Platform.
      • Note: Provide the additional information about the dataset.
      • NDSAP Compliance: Select NDSAP Compliance check box to approve that catalog is in compliance with National Data Sharing and Accessibility Policy (NDSAP).
      • Click on Save button to save the resource.

        Data Contributor can search resources under this catalog by title or keywords. The search can be filtered by Contributor Review, Chief Data Officer Review & PMU for Publish.

    • ADD RESOURCE (Application)

      Add Resource (Application): To add Application in the catalog, provide following details:

      • Resource Category*: Select Application option from resource category drop down to add a dataset.
      • Resource Title*: Give a title (heading) clearly describing what the Application is about.
      • Access Type:
        • Select Open if the application can be accessed by all.
        • Select Priced, if the user has to pay to access the application.
        • Select Registered User if the application can be accessed by only the registered users.
        • Select Restricted Users (G2G), if the application can only be accessed by Government entities.
      • If Access Type is other than Restricted Users (G2G) then it will ask for:Resource Access Method*:
        • Select Upload Datafile, if you want to upload file from the local directory to the central repository. Click on Browse to select the file and then press upload button.
        • Select Link to URL, if you want to provide the link to your resource already uploaded on your website.
      • If Access Type is Restricted Users (G2G) then:
        Browse, select and upload Restricted Access Datafile through the links provided.
      • Date Released
        Enter the date when the dataset was first made available to the public and not the date when the data is being published on Data.gov.in as it could have already been published on your website.
      • App Type*:
        From the drop down menu, select the type of the app i.e. Web APPS, Web Service, Mobile App, Map Service, RSS, Data Site, APIs.
      • Dataset(s) Used (Multiple):
        Enter the dataset used to create this application. Multiple datasets can be provided.
      • Language (Multiple)*:
        Choose the language in which this App is available. Multiple selections can be done using Ctrl Key.
      • Reference URL (Multiple):
        Provide URL or bibliographic citation for the technical documentation for this application. This may include description to the study, design, instrumentation, implementation, limitations and appropriate use of the application. File Size and File Format is automatically calculated by the system. User can modify that information. Multiple Reference URLs can be provided.
      • Note:
        Provide the additional information about the dataset.
      • NDSAP Compliance:
        Select NDSAP Compliance check box to approve that catalog is in compliance with National Data Sharing and Accessibility Policy (NDSAP).
      • Click on Save button to save the resource.

      Applications can be added in a catalog by clicking Add Resource button again.

    • After saving the resource in catalog, the following page will display.

      In case you want to add resources from your department into an already existing catalog which does not require any change, you can add the resources easily by just logging in with your account and clicking on the resources command button.

    • Click on Resources to add a Resource.

      After clicking on Resources following page will open up. Details on how to fill up the form here is given below.

    • After clicking on Resources following page will open .

      • Catalog*: Fill in the catalog in which you want to put your resource, a drop down will come helping you choose from the catalogs.
      • Resource Category*: Select the category of your resource whether it is a dataset or an application.
      • Resource Title*: Give a Title to your resource which you are adding.
      • Access Type: Select the Access Type of your resource. Whether you want it to be Open, Priced, Registered User or Restricted Users. Please note that currently the platform is only adding Open Resources.
      • Resource Access Method*: Select how the resource can be accessed either through Datafile upload or through Link to URL.

      Upload Datafile
      If you choose Upload Datafile option the following options come up, details for filling up the same are given below:

      Datafile*:
      Choose the file which you want to upload from your system and upload them by clicking on upload.

    • If you choose Link to URL option; the following options come up, details for filling up the same are given.

      • Datafile URL*: Provide the URL from which the datafile will be accessed.
      • File Size and File Format is automatically calculated by the system. User can modify that information. File Format can also be selected from the dropdown list.
      • Date Released: Mention the date on which the resource is being released on the platform.
      • Reference URL (Multiple): Please mention the URL or the URLs from which the resources are being taken. Multiple Reference URLs can be provided.
      • Note: Any particular information or observation about the note which you may want to provide.
      • NDSAP Compliance: Check NDSAP Compliance by clicking on the checkbox.
      • Click on Save to finally upload your resource.
