In Pursuit of an Idea

WHAT

The Institute of Informatics and Communication, University of Delhi and National Informatics Centre (NIC) has organised a unique event –In Pursuit of an ‘Idea’. The event is taking place in two phases.

The first phase is dedicated to generation of ‘New Ideas’, which is open for all.

In the second phase, students of Delhi University will shape the shortlisted ideas into apps/visualizations/info-graphics/data-sanitation projects in collaboration with their mentors from a set of diverse fields.

Anyone can participate!

Participation is open for all! You don't have to necessarily be a technical expert or have specific skills other than creative imagination and passion for innovations.

Students and professionals from the diverse fields ranging from data journalism, data analytics, management, academics, etc can share their ideas of innovations.

What is Idea Collaboration?

Based on the theme of Creative collaboration on Open Government Data for Innovation, this unique event-cum-platform is for students,
developers and professionals from diverse fields to shape their finest ideas into innovative projects addressing the real world issues.

The Idea collaboration will be executed in following steps:

  1. Pre proposal round: Submission of 'New Idea'
  2. Team building and collaboration with mentors for Idea Execution
  3. Full proposal round: Submission of Project Outline
  4. Presentation and selection of finalists
  5. Project Execution (App, Visualization, Info-graphic, Data Sanitation)
  6. Final Presentation and Announcement of winners

Who is organising this event?

The event is being organised by the University of Delhi in collaboration with National Informatics Center (NIC).
The event will be hosted by Institute of Informatics & Communication at South Campus.

Who can participate?

Pre proposal round - Submission of 'New Idea': This is open for all. Anyone can share his/her idea.

Idea Execution:

  1. Delhi University students: Undergraduate and postgraduate students of Delhi University will shape the "New Ideas" selected by the jury into apps/visualizations/info-graphics/data sanitation.
  2. Mentors: Mentors from a set of diverse fields ranging from data analytics, business, social science, academics, management, data journalism, etc. would collaborate with DU students for execution of selected ideas.

Who will form the teams for Project/Idea Execution?

It is the responsibility of the core committee to form the teams. The committee will match the teams with mentors and will allocate selected ideas.

What is Pre-Proposal round?

This round is dedicated to submission of "New Ideas" by the participants. The participating team will submit a one-page pre-proposal as PDF file.

All short listed ideas would qualify for the next round. All pre-proposal teams will receive detailed feedback from the judges, regardless of whether or not they are selected.

What is Full-Proposal round?

In this round, is dedicated to preparation of Project Outline. The selected teams will develop and refine their pre-proposals into a maximum of five-pages "full proposals" in collaboration with their mentors and Idea finalists.

The Project Outline shall be based on the following sections:

  1. Concept, Objectives and Goal
  2. Project Structure
  3. Project Logic Process Analysis
  4. Operation Dynamics of the solution
  5. Functionality Analysis
  6. Documentation (Technical/User Manuals)
  7. Project Management Model
  8. Technical Support
  9. Project Team Profile + Pictures

What would be the end-products of "New Ideas"?

The teams will develop the 'New Idea' into the following:

  • Applications (Web Apps/Mobile Apps/Mash-ups /APIs)
  • Visualizations
  • Info-graphics
  • Data Sanitation

The teams may work under any of these categories or multiple categories.

What sectors should we focus on?

The event will primarily focus on the following indicative sectors but not limited to:

  1. Trade
  2. Energy
  3. Agriculture
  4. Drinking Water and Sanitation
  5. Education & Skill Development
  6. Health and Family Welfare
  7. Open category relevant to the emerging needs

Case Study 1: DGFT has a large dataset on import policy for various commodities and are searchable through a basic web interface from http://www.dgft.gov.in  under link "ITC(HC) based policy". It would be a good challenge for a group to develop a mobile app towards innovative way of searching and application of import regulations.

Case Study 2: Closest Mandi/Market from farmers' location where he/she get the best Price of a commodity on a particular day.

What would be the source of Open Government Data?

The development will be based on published datasets on Data Portal India and documents, services, tools, applications etc. from government source.

How do I participate?

In Pursuit of an "Idea" would occur in three phases. First Phase is for Idea Submission, hence open for all. Second and Third phase is for DU students and mentors respectively.

First register with the Data Portal India by clicking on https://data.gov.in/user/register If already a registered user, Sign In at https://data.gov.in/user/login to submit "New Ideas".

Each member of the participating teams will have to register on the Data Portal India. This applies to DU students and mentors as well.

Can I submit already developed work?

No, previously developed work is not permitted.

Can I be in more than one team?

No, you can work for only one team.

Timeline of In Pursuit of an Idea











These terms and conditions govern the participation in the event - In Pursuit of an 'Idea'. By participating in the event, one deemed to have accepted terms and conditions mentioned below as well as the terms of use of the Data Portal India available at http://data.gov.in/terms-of-use.

Participation

Participants are expected to be 18 years or above at the time of entry into the event. The event is open to people from all walks of life regardless of professions.

Participants can form teams for Idea submission - ideally heterogeneous, consisting of people with different skill sets - up to a maximum of three members.
However, the teams for the project execution would be formed by the organizers.

Registration

All participants must register on the Data Portal India at http://data.gov.in/user/register If you are already a registered user, directly Log In at http://data.gov.in/user/login to participate in the event.

Miscellaneous

By submitting 'New Ideas', each participant warrants that his/her entry is the participant's own original work and
that he/she is not infringing any intellectual property rights or other rights of a third party. Participants ensure that content is not offensive and inflammatory and they will not hold the organizers liable for any content submitted by them.

Furthermore, the participants warrant that her/her work has not been previously published.

The 'New Ideas' selected by the jury will be shaped into innovative projects i.e. apps, visualizations,
info-graphics and data sanitation by the students of University of Delhi in collaboration with professionals from the diverse fields. Idea finalists (whose idea will be selected for project execution) will be a part of the development team till the final execution of the project.

The organizers reserve the right in their sole discretion to withdraw participation of any individual/team from the event or reject any
