The data refers to Gross Enrolment Ratios ( GER) at the Secondary (Classes IX-X) and Senior Secondary (Classes XI- XII) levels are 62.7% and 35.9%, respectively leading to a combined GER for Class IX-XII at a considerably low 49.3% . A significant dip in GERs from secondary to senior secondary level for all categories is driven by a number of factors including general lack of access, paucity of public schools, high cost of private senior secondary education and poor quality of education.

The achievement of Twelfth target for Civil works including school buildings, residential schools, additional class rooms and facilities for drinking water and toilets require a pragmatic approach of convergence with schemes like MGNREGS, MPLADS and MLA Funds. A few States are already utilizing funds under Integrated Action Plan (IAP) and Backward Regions Grant Fund (BRGF) for strengthening school infrastructure.

The Sarva Shiksha Abhiyan (SSA) is India's main programme for universalization of elementary education (UEE). Its overall goals include universal access and retention, bridging of gender and social gaps in enrolment levels and enhancement of learning levels of all children. SSAs activities included opening up of new Primary and Upper Primary schools in habitations which do not have School facilities. Strengthening of existing school infrastructure with all weather proof building additional classrooms, drinking water facility, toilets and provided additional teachers to schools which had inadequate teachers. Thus SSA has contributed a massive school infrastructure to cover almost all the habitations expanding access and enabling enrolment in Schools.
