The Gross Enrolment Ratio (GER) is defined as the percentage of enrolment in Primary (Classes I-V) and Upper Primary (Classes- VI-VIII) and I-VIII to the estimated child population in the age groups of 6 to less than 11 years and 11 to less than 14 years and or 6 to less than 14 years, respectively. Between 2001 and 2011, the overall literacy levels rose from 64.8 per cent to 74 per cent. Female literacy rates increased at a faster rate (11.79 per cent) than that for males (6.88 per cent), thus reducing gender gap in literacy from 21.59 to 16.68 percentage points.

In addition to the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) five Centrally Sponsored Schemes, namely (i) setting up of Model Schools; (ii) setting up Girls Hostels in secondary and senior secondary schools; (iii) National Scheme of Incentive to Girls for Secondary Education (NSIGSE); (iv) Inclusive Education for the Disabled at the Secondary Stage (IEDSS); and (v) National Merit-cum- Means Scholarship scheme (NMMS) were launched during the Eleventh Plan. Besides, the on-going scheme of ICT in Schools was also revised.

The major objectives of the RMSA are to (i) raise the minimum level of education to class X and universalize access to secondary education; (ii) ensure good quality secondary education with focus on Science, Mathematics, and English; and (iii) reduce the gender, social, and regional gaps in enrolments, dropouts, and improving retention. Despite being launched in the third year of Plan, there was a good progress under RMSA during the Eleventh Plan in strengthening Secondary School infrastructure, provision of additional teachers and in service training of teachers. It also undertook repair works in existing schools in a massive way.
