For bridging the gap, the following possible sources are identified. Table gives the proposed flow of funds. The actual allocation provided for JNNURM is Rs 50000 crore during 200512 out of which the amount available for Urban Water Supply, Sewerage, Solid Waste Management is expected to be in the range of Rs 15000 crore. The shortfall will need to be met by other sources of finance if the objective of covering 100% population with Water Supply and Sanitation facilities is to be met during the Eleventh Plan.

The quality of water and its distribution are areas that require special attention in the Eleventh Plan. The data refers to the status of city/town-wise access to drinking water. Facilities are almost absent in a large number of unauthorized and resettlement colonies and slum and squatter settlements. At certain places, cost incurred by the poor to fetch water is much higher than for valid connection holders. Waste water and sewage treatment and its reuse for non-potable purposes and industries are also limited and need attention. Moreover, cattle menace, open defecation, dumping of solid wastes along roadsides, open dumping of medical and hazardous wastes, etc. are commonly sighted. Concerted efforts are required to fill these gaps and make cities clean, healthy, and livable.

The data refers to details of state-wise average daily wage for male agriculture labour during the month of December from 2008 to 2009 (Twelfth Five Year Plan document) as percentage increase over the previous years. Based on data, as a result of MGNREGA, there is a sharp increase in the average wage for men in the agriculture sector during the period 2008 to 2010. Nominal wages in the rural economy grew at an average annual rate of 2.7 per cent (year on year average). Post MGNREGA, the rate of average wage increase almost quadrupled to 9.7 per cent between 2006 and 2009. And between January 2010 and May 2011 (the last date for which this data is available), annual nominal wage growth averaged almost 18.8 per cent. Since January 2010, agricultural wages rose 20.2 per cent over year ago while non-agricultural rural wages increased 16.7 per cent over year ago. Wage growth for men in the agricultural sector averaged 19.7 per cent over year ago while that for women 20.8 per cent over year ago.

The data refers to information about the physical and financial progress of 5 schemes covered under NSAP in Eleventh Plan from 2007-08 to 2011-12 (Twelfth Five Year Plan document). At present NSAP is an integration of the social security program that are: (i) Indira Gandhi National Old Age Pension Scheme (IGNOAPS); (ii) Indira Gandhi National Widow Pension Scheme (IGNWPS); (iii) Indira Gandhi National Disability Pension Scheme (IGNDPS); (vi) National Family Benefit Scheme (NFBS); and (v) Annapurna Scheme. IGNOAPS is the largest scheme within NSAP. In 201112, 82 per cent of the total NSAP expenditure was on IGNOAPS followed by the IGNWPS at 9.7 per cent.
